The problem
Everybody who deals with photovoltaic plants knows about the performance guarantees provided by the manufacturer, i.e., 90% for 10 or 12 years and 80% for 20 or 25 years. The associated problems deserve a closer look.
Manufacturers must sometimes build up high levels of reserves which put their financial position under strain and restrict credit lines to a great extent.
EU importers who import modules from non-EU countries are liable in the same way as the manufacturers. They face the same problems as the manufacturers themselves, perhaps more acutely because they do not have the financial resources that manufacturers have, and they cannot be sure in the case of a guarantee claim that they will really be able to pass on the liability to the manufacturer.
Even turn-key installers may face the problem of a customer first of all confronting them with his or her guarantee claims. They must satisfy the customer as far as possible without knowing whether the manufacturer will in turn compensate them.
The solution
For a long time, the insurance industry was not ready to provide insurance cover for this problem.
